Questions Concerning Cityhood

Questions were received (see below) from our website over the last several weeks. All questions were researched by members of the Cliftondale board (no outside parties involved) and answered at the May 2007 monthly meeting.
All answers will be made available on this site in the coming days.

The goal is to serve the needs of the community by providing a single source of information for any lingering questions you may have on this very important issue.

Questions:

1) How will we go about picking a name for our new city?

2) There are to be 5 Districts in the new city. Who will decide the bounderies of each district?

3) How long will we have after the election before we are certified as a city?

4) After we become a city, will the make up of the Fulton County Commission be altered? Will we have a Commissioner?

5) Why has the CCC taken a position on the proposed city?

6) Why would we want to buy the police, fire and parks assets for a new city when we already own them?

7) Where will city hall be located?

8) I am not persuaded that a city of South Fulton is financially viable after all of the annexations. How can we decide if the money is there to avoid a massive tax increase?

9) If an area does not want to be part of the new city and wishes to remain in unincorporanted Fulton County, how will that be handled?

10) A number of the pro-cityhood leaders in SFCC are white republicans: Sandra Hardy, Rex Renfro and Chuck Miller....does anyone have issues with that in "our" city?

11) I think the expense numbers are unrealistically low for South Fulton. Benny Crane says in Dr. Eger's study they have they budgeted $7.6 million for roads.
Even after the annexations of 15,000+ acres of the proposed city of South Fulton by others it is still considerably larger that Johns Creek. Johns Creek estimates they will spend almost $15 million on just roads repair - that does not include new construction.

12) South Fulton taxpayers already own the police, fire and park assets. Why would we want to buy them again as a new city?

13) Fulton Commissioners from all seven districts will still govern a great deal of the general services even with a new city won't they? Libraries, sheriff's department, health services, the arts, housing...

14) I chose to move to unincorporated Fulton instead of a city intentionally. When I look at East Point, College Park and Union City I am not impressed. Why do we think a city of South Fulton would be any better.

15) Does the new Eger study reflect the impact of all of the annexations?

16) Since our taxes are not initially frozen at current levels by statue like Sandy Springs, how do we know a massive tax increase won't be required? Will budget shortfalls be made up by increases in fees and excise taxes like in Sandy Springs instead of property taxes?

17) Do we know where the actual lines will be drawn for where the "city" begins and ends?

18) If there is to be more than one city, how will we know prior to voting where/what sections we will belong to/ be a part of?

19) Selfishly speaking, I would like to be a part of the tax base that includes Le Jardin, where are the boundaries being set? Will we know before its time to vote?

20) Who will determine who hires the "administrators" of the city?

21) How quickly will we need to vote for a Mayor(s), city managers, fire chief etc?

22) Because of errors in the incorporation bill a City of South Fulton will only get one year of transition services from Fulton County like Police Fire 911. The new North Fulton Cities got 2 years. Is it resonable to think we can build Police and Fire departments in just a year?

23) How much commercial tax base is left? Taxing Le Jardin is great, but we can't survive solely on residential property taxes. In my 2007 tax notice from Fulton County my the value of my home went up 25% this year. What can we do to keep a new city from meaning higher taxes?

24) Milton and Johns Creek now have new fees on their utility bills as a result of becoming municipalities. You can call them fees, but when you must pay them I call them taxes. How much more will we pay in a city of South Fulton?
